A Banner Elk, N.C., man was charged Sunday after police said he caused a vehicle crash by intentionally slamming on his brakes several times, which caused the vehicle behind his to crash into the rear of his vehicle, Johnson City police said in a news release.William Clinton Railing, 22, 2415 Kellersville Road, was charged with four counts of felony reckless endangerment and taken to the Washington County Detention Center, where he was held in lieu of $25,000 bond. He’s scheduled to appear in Sessions Court on Tuesday at 1:30 p.m.
